In the current version (mod + base game), does drag and drop favorites work for you ?
I found this mod and was trying it out, figuring out how to use it but i don't seem to be able to move favorites around the bar. I tried also only enabling this mod and starting a new game but the list of favorites seems to stay static. I can add and delete, that all works well.

I have not been able to get drag and drop to work either, however you can use <SHIFT>+LMB to "pick up" a favorite and then put it wherever you want.

From the readme:
Drag & Drop: Custom drag-and-drop system for reordering favorites (Shift+left-click to enable, locked slots can't move)

So yes, you just need to "shift + left-click" to pick it up, then drop on a slot where you would like it to go.
