does this mod allow power flow in the opposite direction? essentially can I be my base's power supply?
I was actually thinking about doing a challenge run based on this idea if it works. with a few other mods to add ascending tiers of modular power production.

Dug out the old code to take a look, and it doesn't seem so. The mod could be altered to do this, but there is essentially the problem of two devices with batteries connected via USB C: it's not obvious how you want energy to move around in all cases.

A custom keybind could be added to switch the modes, but I'm afraid I don't have time to make these sorts of changes; this mod is only in my name because I tweaked it to work with whatever version was current a year ago.
