Campaign mod for Factorio contains a total of 10 full scripted missions. Each mission has a series of mandatory and optional tasks. You can enjoy more than 20 hours of pure gameplay and lore-friendly story about YOU, the engineer who survived the harsh conditions of unknown planet where crash-landed years ago. How to play? Factorio 1.1.110

The scenario level caused a non-recoverable error.
Please report this error to the scenario author.

This occurs whether I load fuel into Sanctuary's boilers, or connect it to the Lakeshore base's power grid

Nope, just base and this, and it's 1.1, so no space age either. I'll try again with the 2.0 release, see if that helps

I see where is the issue. In Sanctuary some buildings were destryoed erlier before script can run up.... hmmm. Probably my mistake. Mostly I am doing safety messures like the key buildings are undestructible for the script.
