So a secret about the throughput setting on providers is that it doesn't actually matter. All it does is calculate the "storage needed" value, which is purely for your convenience. That value just tells you much storage you would need to be able to maintain that throughput. It's so that you can limit your chests so that you don't buffer more items than you need to. For places where that doesn't matter, like mines, you can basically just ignore it. For an oil field I'd probably just set it to the speed of your loading (1200 * number of pumps), but setting it to any other value would also be fine.
