I have the same issue, creating a cascade of mods not working. The issue is in ShinyBobGFX. Disable this one for now to keep playing since it is only graphics. Don't bleed from your eyes tho... Version 0.17.67 is related since we can tell from the change logs that graphics was enhanced for chemical plants.
-Temporary solution-
You may also remove the graphic from the ShinyBobGFX:
1.- Extract the mod in a folder
2.- go to graphics/entity/ and delete the chemical plants folder
3.- in prototypes folder, delete chemical-plant.lua
4.- in data-updates.lua, delete the line require('prototypes/chemical-plants')
5.- zip the folder and copy it back to replace the old one
