It also seems that some items, such as the scouting tower & jump-pad, are completely useless.

Use the foundation remover (Alt-F, by default) to remove foundations. I'm pretty sure this is mentioned in one of the tips or infoboxes.

The lookout tower is a vehicle; use Enter to enter it. The Jump pad may also be a vehicle.

dalestan is correct. Item tooltips provide information on how to use them.

For anyone who finds this later, you need to enable 'show descriptions in tooltips' under interface settings to see the information.
