b [FIX] Steel tech issues

Hello,
I'm now playing with your mods and I've noticed that your way of disabling steel-processing technology causes issues with any (even little) mods, which add technologies that use steel-processing as a prerequisite (for example the Miniloader mod). Basically it makes them not being able to be researched.
I'd like to recommend to loop through all the technologies in data-final-fixes and if they have steel-processing as a prerequisite then remove that prerequisite, instead of just doing it for vanilla tech one by one. This way it wouldn't cause compatibility issues.

Thank you for this feedback, I will make the correction right away.
It may not work with a saved game, however, it may be necessary to start a game from scratch.
