Adds military pack.
Adds production pack (compatible with Bob's Science Pack 4).
Rename Alien Science to High Tech science + new recipe/icon

Made a quick attempt to set where the new packs are used on the tech tree. Let me know if anything blocks progress. Tested in vanilla and bob's.
