I'm not sure the exact issue or if even solvable but when I use blueprint sandboxes with technologies unlocked it immediately set evolution to 1.0 because research cap I am guessing. My guess is to solve you would have to check the force from the LuaTechnology object in the on_research_finished event and exclude the sandbox force. Also looking through the code I think it prefixes any lab force with "bpsb-" best I can decipher.
