If you make blueprint with reactor & circuits, all wires to the control panel are not saved in the blueprint (i.e, when you replicate your setup reactor control panel is not wired).
It's because the circuit control entity is created after building the reactor. I can't think of any way right now to reasonably automate connecting the wires.
