Makes science pack depletion a quality modified property of the biolab, making high tier biolabs even better

• Common - 50% (default)
• Uncommon - 45%
• Rare - 40%
• Epic - 35%
• Legendary - 25%

Also removes the ability to put Quality modules in Biolabs, as that seems like a mistake.
