effect_receiver.uses_beacon_effects and effect_receiver.uses_modules_effects cannot be used together!

Sorry for broken link. Was incredibly sleepy when posting this lol.
It's probably some really weird interaction with lubrication tower which uses the non-standard beacons mod. I used the quality unlocker mod which just simply puts every quality (including modded qualities) to unlock at the first research and that works just fine so its probably something with the special extra mechanics in this mod clashing with it

I think I know what the issue is
disabling the setting "Allow quality modules in beacons." should fix the issue, at least temporarily
I'll go ask the nonstandard beacons dev about it, since it appears to be an issue with their mod

This should be fixed in 1.4.9.
