It's supposed to require the captive biter spawner itself, plus steel plates and copper wire. However, getting the item name for a machine (in this case, the captive biter spawner) is apparently quite difficult. When the code fails to get the item name for the captive biter spawner, it defaults to using an Electronic Circuit instead of the captive biter spawner item.
It should be fixed in update 1.3.10, once it comes out.
