Just want to say love the mod its a really fun addition to quality but one bug I think I have found is that the shiny versions of uncommon Pumpjack's seem to be incorrect.
Rare and Epic shinys have a 16% resource drain but the uncommon has a 1%
This is correct. All of the shiny qualities have unique, shiny powers designed to make targeted shiny quality rolling for various items possible (for example: shiny rare accumulators would be the most coveted of the accumulator class of items). You just happened to stumble upon shiny uncommon's unique power.
