Can you move the quality infinite research to 1 pack?

Do you mean reducing the research cost to a single science pack total,
or limiting it to only one type of science pack?

How about this approach:

• Increase biter quality: red science only, available from the start.
• Reduce biter quality: keeps the current difficulty.
