Changing the requirement of military 2 to also require advanced electronics totally throws off the balance of when you're supposed to unlock military 2 things, especially for modded games. I suggest having a separate tech for Carl MK2 that relies on military 2 and advanced electronics, instead of hijacking military 2 and throwing off the balance for other mods
More generally, please be very careful about changing the requirements for techs. If you're not going to do it in a totally general way (which doesn't make sense for a mod like this), you really run the risk of causing major balance problems with other mods for little gain.
