Hi. I just finished mining a very small patch of coal and now it's saying it's depleted coal and that I need mining fluid to mine it. How do I make the mining fluid? Thanks in advance.
That's just a placeholder. You need to place a prospector to upgrade the ore and that will make it mineable again.

does it only upgrade ore within it's area of infuence?
Yes. You'll need multiple prospectors to cover and upgrade an ore patch.
are the miner supposed to start mining the better ores automatically?
Yes.
Only when the patch under them is fully converted? because mine stall rather quickly.
