i Nougat vs peppermint priorities

Hello,
it seems that nougat mining have priority before peppermint - I feel it should be other way. If I intentionally mark something to mine with peppermint, it should be done "first" and not after all random nougat/roboport mining.

EDIT: It seems peppermint tool is now broken, it can remove marked area (in old save) but cannot add new!
EDIT 2 : ok in Vanila + pep. mining it works fine. I try check if it some mod collision or something.

EDIT 3: problem is not with mods. It is in number of less than 100% charged roboports in network.
If all roboports (tested on 10) have 100% power - peppermint mining runs smoth manytimes per second (+- as nougat runs).
But if even one roboport is not 100% (even one robot charged energy less) all network peppermint is slowed down with some many seconds long interuptions - even in area where all roboports in reach have 100% power.

So in base where runs 2000 logistic bots and something always charging, peppermint is dead (but nougat works fine).

Edit 4: I try separate roboport networks it did not help. After i shut down all base work - literally AFTER LAST ONE from 2000 logistic bots landed it breaked out and all 4000+ construction bots start pepermint mining in all separate networks and logistic bots start moving new resources and now recharging is not problem.
Is there some special magic latch-condition on roboports charged status?

Edit 5: Peppermint mining is not totally locked - only priorities are strange. I saw one peppermint cycle on all ores in running base, with nougat mining in progress too. Patches with 1000 ore marked for peppermint mine are after 20-30 hours of play on 50-100 ore per patch.
