Mark ore with the Peppermint tool and construction bots will start mining it. Or enable Nougat Mining mode and it'll happen automatically!

iirc no, your suit bots can pick up items that have been mined because they're closest but while you're out in the wild so to speak but you can't mark for deconstruction in your own personal roboport range.
