Seems to specifically be factorio experimental 2.0.49 causing this. Downgrading to stable, reloading a save from a week ago that was on 2.0.4, the buggy behavior goes away. Saving as new, then reloading, it still works as expected, then upgrading to 2.0.49 and loading the new save, the buggy behavior returns
