  Changes:
    - Add option to make nuclear fuel cells unburnable when nuclear cores are enabled, allowing them to be used in recipes that use them while enforcing the intended difficulty of the cores option. This is a separate option as enabling it with an existing save will destroy any fuel cells currently inside nuclear reactors, including the one currently being burned, with no burnt product.
