Well, or a nuclear reactor + assorted parts --> 2 nuclear locomotives (of course conceptually this might not always make sense).
Otherwise perhaps a scaled-down recipe kind of like the Navy's reactors. Including a steam turbine as-is would be a satisfactory way of doing it, too.
