i Nuclear rocket fuel: Plutonium or U-235?

Nuclear fuel for trains currently requires U-235, but U-235 is significantly harder to get since producing it either produces way too much U-238 as a byproduct, way more than the reactors use, or producing it requires plutonium breeding which requires reactors running. Would it be possible to add a new alternative nuclear fuel for trains using plutonium instead? Or add a new way to get large quantities of U-235?
