Since the Kovarex process was removed, there is an abundance of U-238 that is hard to get rid of. Yes, you can always make ammo, but in some game configs, the ammo doesn't get used enough (eg. when biters are sparse).
It would be nice to bring the Kovarex option back because it was a way to use up all that U-238.
