Cliffs can't be marked for deconstruction when blueprinting or using copy-paste tool. Clears any colliding ghosts when ghost-constructing.
Providing the player with new tools or adjusting the game interface, without fundamentally changing gameplay.

Additions:
- setting so only the decon planner works for deconstructing cliffs
prevents shift-click ghosts from destroying cliffs (and anything else, technically)
start-up setting because I have no idea if it'd work per-user
(if anyone has a multiplayer server and wants to test, go ahead)
Bug Fixes:
- removed a log message when clearing a ghost
- bad indentation left a random else-end, but it wasn't a syntax error (eh?)
(if-end else-end, but function still worked...)
Issues:
- Orientation isn't respected when you pass an area to filter.
This causes diagonals to act like straight rectangles, and is a "feature" of Factorio.
Working on a work-around. This caused some REAL objects to get deconstructed!
