Changes:
-Added collision_mask = {"object-layer"} to small-electric-pole, which should fix the issue with construction bots placing multiple small poles over one another.
-Updated mod description to reflect change in mod function. Electric poles can now be placed over small objects like pipes and tiles, as well as in between two larger structures like assemblers that are placed together, but can no longer be placed directly on top of large objects.
