Decelerate concrete looks like don't decelerate spitters(also biters?).
Hmm, looks like "walking_speed_modifier" does not affect units, only player. Will need to look into this. Thanks for letting me know.
So it looks like as of 0.17, enemy units are not affected by tile movement bonuses. So for now, I've made this Super Concrete and you move at 200%.
