Can I use this without Space Age?
-> No.

Do I have to use the dependency for the mod to fully work?
-> Only the required Space Age/Quality/Rails Mods that come with Factorios Space Age Expansion. The menu disabling mod is optional but it allows you to tweak the Simulations that show up.

Does this impact game performance?
->It only affects load times when starting the game and may use more compute power while you are in the main menu
