They can be executed manually at end of data-final-fixes.lua to see if anything like recipes, technologies etc block player progression up to "satellite". If player can craft satellite then OK - if not then in factorio-current.log (in your Factorio dir) you should see reasons why some science packs and their ingredients are not craftable.
