b Strangely passive biter behaviour

Something screwy appears to be going on with the biter AI. The biters are extremely aggressive and relentless in 0.12 with this mod installed, but after 17 hours in a brand new modded 0.13 save, evolution factor is hovering around 10 percent or lower and hardly any biters are spawning in or doing anything, spawning in very small numbers (less than 5 or 6) when I near the nests (and they have hardly done anything for the whole game despite destroying nests and expanding my base, plus enormous amounts of forest burning and pollution). Its seems like they might be stuck in their peaceful state or somesuch. Upon removing Misanthrope and loading up a save, the evolution rate and biter spawns quickly begin to rise and my base is constantly attacked by large swarms of biters, upwards of 60 at a time.

I'm using Angels ores/refining/processing, bob's mods, CMHmod, and EvoGUI besides, but I haven't been able to elicit any alternate reactions from the biters by removing anything but Misanthrope. Current pollution-spam testing on a clean save with only Misanthrope installed seems to be showing the same results.

Also something slightly odd: save times appear to drastically increase when Misanthrope is loaded, from nearly instant to around 4 seconds, which isn't the case in the 0.12 version

This sounds like a bug related to spawning new bases. New bases lower the evolution factor, and a very low evolution factor prevents biters from spawning much.

Version 0.51 should have fixed most of the evolution factor issue, but I think I caught one more issue that will be fixed in the 0.60 release. Let me know if you keep seeing odd behavior.
