b [Confirmed bug] Missing time in chat message

For some reason the chat messages are missing the time for the researches I've added to the preset. The GUI does show the time research was completed and the log file shows it as well.

To be fair, my preset includes all the pre-infinite techs, so it's not a small list. 275 techs in 7 groups. I suspect, however, that it's something in the code specific to the research detection as the times for creating the first science pack does have the time shown in chat.

That's probably my mistake when editing locales last update.

Don't figure it's too serious a bug. The times are known to the mod, just not passed on to the chat message.

Now if I could just figure out how to also track the infinite techs as they grow.
