Adds a maintenance inserter, available with only red science, which can hold repair packs and do automated repairs on damaged entities in a small radius.

Intended for games with high enemy pressure or a high science multiplier, or both, where keeping defenses repaired can be very time consuming during the long time before unlocking construction bots.
