If you search for "Loot" in this website, you can find several mods that fulfill your wish. (Disclaimer: one of those mods are made by me).
PS: I like the idea of dropping military science pack. It's perfectly logical! "Testing" weapons on battlefield actually gives useful results, compared to just testing weapons in lab.
