Having multiple factories doing multiple types of landfill seems a little too much.
Why not allowing to make the different types of landfill from normal grass landfill and add some mechanic(recipe or something similar to tile converter mod) to convert other types of landfill to normal grass? Or even talk with Tile Converter dev so he supports your mod too.
