Is it possible to port this feature to 2.0?

Unfortunately no. :(
They have changed how the fluids work in 2.0 to improve CPU time. They don't "flow" any more, the fluids are in a stationary state in the pipes. They have also completely removed the possibility to query flow through a fluid entity in 2.0.

sorry to dig it up, but how about alternate version of pump with a small display,
currently pump can do 1200 fluid/s (legendary 3000),
small display on the pump would show current % usage of that max?

That is possible I think, and I like this idea. I will try to add it soon.

Update: It seems like currently it is not possible to query the current pumping speed. But I have added this as a suggestion and if they decide to add this to the game, I will add it to the mod.
