Can you add industrial revolution compatibility?

Removing steel from the recipes (conditionally on IR being present, or in general) would likely make it work with the next IR release.

For a permanent fix I'd suggest to replace steel-plate with iron-plate - also fits in better with the iron-gears that are already in the recipe. I did that locally and it works with IR 0.99.4

I've changed the recipes to use iron plates instead of steel regardless of whether or not IndustrialRevolution is installed, as there wasn't any compelling reason for them to be steel, and none of the other pipes use steel.
