May I suggest that you set the recipes for the incinerator, e-incinerator, and the gas vent to unlock with technologies just like the flare stack itself. I suggest that the gas vent can be unlocked along with the flare stack in oil processing, and the incinerators may be unlocked along with the steel and electric furnace in materials processing technologies.

I've moved the gas vent to unlock with oil processing, same as the flare stack. The electric incinerator is now unlocked with the steel furnace, but the basic incinerator is still available from game start.
