Fresh water is like oil. You can research an offshore pump later in the game, but you have to desalinize the water.

if you are interested I did a fork https://mods.factorio.com/mod/GroundWater however I think the finite water mod can be just be updated by changing the factorio version requirement in the mod info settings.
