Shouldn't they be functional identical? The base game locomotive has a speed modifier of 1.2 while the FRAL locomotive has 0.8. That leads to the fact that a locomotive with the module 1.5 times as fast is then the FRAL locomotive. Also they have different cost. I would suggest to fix that.
