i don't know exactly what those two mods change, but in general:
- if there are multiple forces (teams) then this mod takes the maximum research rate of the forces
- that maximum is then used to set the evolution factor for all AI controlled forces (typically just biters)
while it depends on what you want to achieve; i think that is fine because it means that the most advanced team determines how strong the enemies are, giving an incentive to be the better team.
