Evolution Factor seems to be set to 1 in PvP Games.

It would be nice, if the Evolution Factor would be determined by the most advanced faction in the game, so you can pressure the other teams, by researching faster.

At the moment it is unplayable in PvP since you will be overrun in a matter of minutes after game start due to artillery fiering into near by bases.

That mod is not really meant for PvP games. I just updated it to work in recent versions. Original author dispanded it. I do not have enough knowledge to make the requested changes.

This mentioned PvP is PvP mode of the game and not any mod?
Also what sets it to 1.0? This mod or it is Vanilla?
I might be wrong since I never played PvP in Factorio but how one can have artillery in the beginning of the game at all? Solution: Don't fire the artillery.

PvP is a official Scenario in Vanilla Factorio.

I guess the problem is caused by the multiple player factions in PvP games. Maybe there is one faction that has all the research already.

Even without artillery it is not survivable, since pollution pulls the 1.0 Aliens into the base long before the technology exists to defend them.

It is probably not hard to fix. One only has to consider the technology of all factions instead of just the main Player force.
