g Cannot place Burner Miner?

Factorio 1.1.61, only running this mod version 0.5.31

It will not let me place a Burner Miner at the start of the game, is this intended?

Hand mined the ores needed to make an Electric Mining Drill, and that can be placed on ores.

Checked Stone, Iron Ore, Copper Ore, and Coal. Did not have Uranium nearby to check that (though TBH given the lack of fluid input not being able to put a Burner Miner on Uranium is not a hardship).

Same issue. Also this mod has a weird interaction with Endgame Combat where Endgame Combat complains about "uranium-rounds-magazine-crate"

LOVE this mod, but I've uninstalled to try out Endgame Combat.
