Ran into a bug where the inter-level accumulator was draining all my power and not charging. I haven't played in nearly a week so I don't know when it was introduced.
I tried disabling all my other mods as much as I could (one was the power lines/reactors/turbines... oof). I doubt it's your mod (since a Factorio rollback fixes it), but I wanted to post about it.
A rollback to 17.69 makes it work, apparently. I think I was on 17.74 for some reason (don't recall opting in to experimental) .
Edit: Posted about it on the forum, apparently 17.74 s stable, though the alternate version download list suggests otherwise. Opting out of all betas still has the issue, so I don't know
