If a machine consumed modules as part of the recipe, construction drones will insert the modules into the ingredients inventory rather than the module inventory. I noticed this with Krastorio's Production Tech cards, which consume productivity 1 modules, but I'm sure you could recreate it with Speed 2 modules in Vanilla.
