is this mod meant to work on a headless server? if not can u add that feature please also could use some in discord commands like https://github.com/FM1337/FactorioCord this one for linux
this mod is not intended as 2 way communication or as a rcon plugin. this is used purely for outputting the chat that occurs ingame to twitch chat, and possibly discord (havent checked if discord changed it stuff in a while) you might be better off just using factoriocord for your use case.
google "run go on windows" then check out https://github.com/FM1337/FactorioCord or download the sources, then launch the go app, debug and check where the app crashes, and adjust to make it work, and you are done, i personally dont have time to convert that app so you might as well try yourself. or you could just wait until someone else does it.
And you also could write a program that works like that from scratch
