Burner leech, allows burner inserters to take fuel from furnaces and other stuff they normally couldn't.
Also they can move fuel from a furnace to a furnace!
This functionality is currently removed until I have time to rework for 2.0

now with improved leeching abilities, inserters can now steal from other inserters!
