Buildings with low electricity that are working are colored/iconed by the mod map setting "for a machine that has low fluid input."
I found this by looking to set the settings so that I could more easily see the difference between the yellow output limited status and the default yellow low electricity, and found no "low electricity" setting, but the "low fluid input" seemed redundant (there's also an "insufficient fluid input") and affected regular assemblers.
