It's an arbitrary number, but that is what the customizable setting is there for. If the "Reset to default" button bothers you, feel free to unzip the mod into your Factorio mods folder and edit "settings.lua" so the default value is 1 instead (you don't have to re-zip the mod folder after doing that)
