It should work with biolabs. Maybe you also have normal labs somewhere that are empty? The mod looks at all your labs to see what is missing, so if you have normal labs with no science packs and also biolabs with science packs it might think you don't have packs available

If that is the case you can either remove the normal labs or go to the settings and set "minimum labs for science available" to something like 0.1
