Some balance and compatibility fixes for mods I like, I publish it to play with other people.

Vanilla changes:
- Customisable water pollution absortion
- Iron instead of iron ore in concrete recipe
- Added missing Mining Productivity research level with Prod scipack and without Util scipack

Mods:
- Big Brother: reduced research number, higher cost
- Ironcold research is available after basic Cargo Ships research, if both mods are presented
- Better Cargo Planes now can consume Giga Fuel from Sonic Trains mod
- Phoenixes got reduced max health 500, cuz 1500 is too much for the beginning, especially considering their high damage

And many smaller balance and compatibility adjustments
